Not sure if it is pied paddy skimmer. Do you have more clear image of the front side? Thanks for sharing.

A more side-on shot would have been better here, also bringing more of the body into focus. Nice smooth BG. Not sure of the ID here, I'll try and get back. Meanwhile perhaps Bhavya Joshi could help?

Looks Similar to Blue Dasher Dragonfly, skimmer family. but as i Read its not a Indian Species,found in united state.. if you have closer shot it could be help..
