Nice shot , Open mouth gives an additional edge to its raptor image. I think shutter speed of 1/800 and ISO-400 would have given you much sharper image. Is it a crop image?

Agree with the previous comment. I think the critical focus is not on the head of the bird. When the subject is very small in the frame, the auto focus point covers a large area and can get locked on to any part. That reduces the sharpness.
