Goose barnacles (order Pedunculata), also called stalked barnacles or Gooseneck barnacles,
filter-feeder crustaceans oftenly seen live attached to hard surfaces of rocks and other objects such as Woods, floats, ropes bottles in the ocean intertidal zone.
Possible genus: Lepas
Possible species: anatifera
Place: Kalbadevi (sandy shore), Ratnagiri, Maharashtra
Size: 0.8-6 cm (animal size from shell + peduncle/stalk)

Very interesting, but I feel it is not entirely sharp. Also the composition seems cluttered. You can use a higher ISO here for a faster shutter speed.

Nice photograph. The details and pattern are interesting. Wish that structure on the left was not present, it is a bit distracting. A vertical composition might work.

I googled it. The tentacles which Abhishek is saying, are called a Cirri. Single thread is called as Cirrus. They might be used for movement or for catching pray.
These creatures stick with the rock or coral with this elongated goosed neck which is also called as stalk.
