ID: ID Help appreciated, as per the response from experts its either a Jassid/Leafhopper or Spittle bug, emerging from its pupa

Came across this interesting scene where there seemed to be a tiny thorn backed insect seated on some bubbles on the tip of a narrow but long structure. On close observation, and first impression, it seemed to be a tiny spittle bug(8-10mm) forming some foam, but after a spending a long time, it hardly was doing anything and seemed to be stagnant and resting. On sharing it with some experts they specified it to be emerging from the Pupa.

We know so little about their behavior :(. So while coming out the bubbles are formed? Thanks for sharing the detailed information. Look forward to more.
