The water looks bright and probably has led to underexposure of the bird. I like the composition. You can try reducing the highlights and opening up the shadows but that will add noise to the image.

The low angle is good. You could have checked the graph and increased the exposure accordingly. Giving a +ve exposure would have helped. Thanks for sharing.

I agree with the comments. The white balance is also off. There is a blue cast in the image. You may relook your raw file.
