Lovely image. Is it bathing? The compo looks good. The water drops are nicely frozen.
Looks like you witnessed quite a lot of unusual pelican behaviour that day :)

It was bathing. Splashing the water with its wings, turning round and round, even flapping its wings like a duck etc. It ensured that all parts of its body got cleaned.
