Please check out NCF (Nature conservation foundation) website as there are few renowned marine scientists working there. Madras crocodile bank was also engaged in marine research.
FERAL (www.feral.org) is another NGO that is doing a spectrum of Marine research activities. May be you can get some lead through these specified web searches.

Thanks.

As far as Octopus is concerned, they are caught by fishermen. I was told by them that the octopuses, squids and sea horses immediately get sold and some fellows claiming to be Ayurvedic doctors use those for medicines. This was the information gleamed from the traditional fishermen.

The impact of the trawlers working in the shallow areas is huge and is often not realised by people. The nets often act like scrapping the bottom and all the marine life ie. fish, sea vegetation etc get uprooted. The impact is enormous. Just look at a fishing trawler when it comes back with catch. You will see fish, sea snakes, turtles etc etc. There has to be sufficient awareness generation on this issue. We are losing our valuable marine life.

Uploading an image that I had clicked at Rameshwaram, sometime back.
