Lovely freeze. Details and plumage coloration have come out well. BG depicts typical habitat of these human-acquainted raptors. Wish it was staring at you :). Not sure but a round of sharpening might help here.

Nice wing spread. I agree that it is looking down, so the eye contact is not there. These black kites are fearless and can scoop down on the road to pick up food. If one is alert and patient, then there are chances of clicking them close.
