Nice sighting. There is lot of noise and loss of details, how big crop is this? Moving a bit more to the right would have enhanced the eye contact further. Do post the equipment details and the EXIF details to help in commenting. Thanks for sharing.

Camera Used was Cannon powershot with built in lenses.
Original file size beling 2.63MB, a cropped and smaller sized file has been used for uploading.
properties of the original file showed following info

I agree that these kingfishers are also indicators of health of the ecosystem.
When you crop the files the quality decreases. It is better to show more of habitat than crop the image to just show the subject.
