I think they are seagulls. How big crop is this as there seems to be some loss of details. What was the ISO and shutter speed? Where was this photographed? Thanks for sharing.

the image was taken as a flock of white birds some with black heads took off
at the okhla bird park ,TV mode,ISO 250, 1/1000 f 6.3 +0.3 only the top half of the picture( featureless sky) has been cropped 50% ,
