This cannot be full frame, given the proportions of vertical and horizontal frame.

Eye contact is good. Since there is very less separation between the head and the top frame, the composition is imbalanced. So from that perspective, more space at the top would be better. However, more space at the top also shows us that the bird is perched high up. In this case, better to have a good composition.
