The Kalamb Sea beach, Nalasopara(west), Mumbai.. is very dirty, lack of maintenance.
Seems the beach is in a very bad state. Any local authorities where you can complain about it?

Any local authorities like Municipality or higher authorities ?
First stop is asking the municipal authorities to take a drive to clean. Tell them that if they need any volunteers than that can be organised. We can always appeal to our members and the public at large to volunteer. When I was working in Nokia, we used to send a lot of our people for volunteer work. I am sure a lot of organisations will come forward to help. In most of the cases, what is lacking is leadership, ideas and ofcourse a willingness to make change happen.

I totally agree with Mr. Patra. Here in my hometown even though local authorities don't take much interest I regularly organize nature spot cleaning trips with the help of many volunteer students from my alma mater. It not only gives students a chance to be with nature but also teaches them their responsibility towards it..
