Superb moment captured. Looks like stretching its bag to keep it clean.

It is called Gular Pouch... as said by Debasis sab pelicans are seen doing this to stretch the Gular pouch and keep it flexible. Pelican do many such exercises to ensure the pouch is kept flexible and clean.
