Including the exif details and camera, lens combo will help in commenting. Perhaps you use a Tc which doesn't show up in the EXIF details.
I always see the black shouldered kites on the wire too. That is because the wire acts as a vantage point for them to keep a look out.
The bird is sharp. I always like their lovely red eyes. Some of the areas have the blacks clipped ie. the blacks have no details. For eg in the underside of the wings. Because of the thick black border it is difficult for me to comment on the brightness etc.
Where did you click it? Could you get some shots while taking off or landing? They can be very good photographic subjects. Look forward to more.

Ya..They seem to prefer the wires . Very rare to see them on natural perches.
A nice sharp shot , but the colour seems too contrasty on my monitor and also some highlights have been blown. If you would have moved away to the left ( these are marginally less fidegty and more fearless birds ) , you could have a front on light and angle .
