Am wondering why this is not appearing sharp to my eyes. May be it is a long day today. Why partial metering?

When I used Evaluative Metering, it was exposing for the whole image area and the whites were getting overexposed. I could have obviously countered that by using Exposure compensation but preferred to try partial metering.
The upper petals look a bit unsharp to me as well as they are further behind than the ones at the bottom and not completely covered by f/9.
