Have got a tentative ID for this. They are known as Fluffy bums, the nymph of Scolypopa australis. Request experts to validate it.
Interesting. Wish you had a macro lens and the details would have come out better. Since the number of such tiny creations of nature is so large, with each playing a role of their own in this ecosystem, I wonder if one can call himself/herself as an expert. Thanks for sharing.
It does look like a planthopper (Fulgoroid) nymph. It is better not to go as far as Genus/species ID based on appearances alone. I like the unusual spacious perspective with the shallow DoF.
